What projects require design review?

Generally either public projects or private projects that have an impact on public property. Or, projects that are specified for review by sub area plans. The specific list is codified in the Spokane Municipal Code. Recommendations of the Design Review Board are forwarded to the appropriate hearing or permitting official.

How do I schedule a review?

Design Review Board applications are available on-line or through Spokane’s Urban Design Office. The completed application including drawings, photos, and fees must be received at least 21 days before the desired meeting date. During the 21 day review period, urban design staff will review the project and prepare a staff report that will be available to the applicant approximately one week prior to the review workshop. The staff report and submittal information will be forwarded to the DRB members; and if applicable, staff will notify the adjoining neighborhood council.

What should I expect during the workshop?

The board may review up to two projects in an evening, and most projects are allocated a one hour time slot. As a general guideline, your presentation may be preceded by a 2-3 minute introduction by the developer. The designer should then present the project in about 15 minutes to allow adequate time for board member comments and a dialog with the designer and developer. Your presentation should concentrate on main points; details may emerge during the discussion. A follow-up meeting may be required for projects of greater complexity; fees will be charged only for the first meeting.
Meetings are open to the public.

At what stage of design should my project be reviewed?

It is a goal of the board to work in partnership with designers and developers, to identify and help resolve any design issues that may be of concern to the broader community. It is highly recommended that the proponent begin communication with the Design Review Board as early in the design process as possible, before funds are spent developing a design that the DRB may not favorably recommend. Ideally, discussions will begin during conceptual or schematic design.

What are the fees?

The fee for Board Review is $1,275.00. Clearly presented proposals of routine nature and minimal impact can be reviewed administratively with concurrence of the Board Chair.
